transition-usage-parameters

This checks that transitions have an implicit transition link source, and if they have accept actions - also have an implicit payload.

This is impossible to trigger through textual syntax.

Specification

A TransitionUsage must have at least one owned input parameter and, if it has a trigger_action, it must have at least two.
