This checks that port usages are only typed by port definitions.
Subsumes occurrence-usage-types.
Specification
While not formally described in chapter 8, it is given in chapter 7.12.2:
A port usage must only be defined by port definitions.
Example
part def P;
port p : P; // error: A port usage must only be defined by port definitions
Fix this by removing specializations that directly or indirectly contribute to invalid types:
part def P;
port p; // ok
or specialize valid types:
port def P;
port p : P; // ok
